China built decades of ties to Elaine Chao through a Shanghai kindergarten linked to United Front officials and military-themed drills for children, a pattern her spokesman dismisses as family philanthropy.
On June 14, 2026, Elaine Chao attended a graduation ceremony at Malu Yiren Kindergarten in Shanghai’s Jiading area while her husband, Sen. Mitch McConnell, was rushed to a hospital on the other side of the globe. The school carries her grandfather’s name. It also has a documented partnership with a United Front organization and a record of military-themed activities for very young children.
Daily Caller News Foundation reporting based on dozens of Chinese government and state-media records describes repeated Chao family visits, donations, and meetings with Communist Party and United Front-linked officials at the school across more than a decade. Chao’s spokesman rejected any claim she held a foreign-government post or knowingly met United Front Work Department representatives.
The kindergarten sits at the center of a longer pattern Chinese local officials themselves framed as overseas friendship work. That work used family sentiment, hometown bonds, and school ceremonies as the channel. The same campus later staged camouflage performances, toy-weapon games for toddlers, and combat-style activities that Chinese sources say sometimes involved People’s Liberation Army personnel.
James S.C. Chao, Elaine Chao’s father and founder of the shipping firm Foremost Group, donated $100,000 to what was then Malu Central Kindergarten in 1995. The school was later renamed Malu Yiren Kindergarten in honor of Zhao Yiren, Elaine Chao’s paternal grandfather and a local primary-school principal who promoted “saving the nation through education.”
Nearly four decades of family support followed, according to Chao’s spokesman. In October 2015, Elaine Chao returned with her father and sister Angela. They unveiled a statue of the grandfather, presented a $161,290 check for the school’s 20th anniversary, and appeared alongside Chinese Communist Party and Jiading United Front officials. Students later addressed James Chao as “Grandpa Xicheng” and Elaine as “Momma Xiaolan.”
Chao told Chinese state media during that 2015 visit:
“Although we sisters grew up in the U.S., our parents often reminded us: we are still Chinese,”
Her spokesman, Patrick O’Connor, cast the visits as education-focused philanthropy and an effort to honor her father’s connection to a school regarded as one of the region’s best. He said the secretary regularly visits schools in the United States and abroad.
In November 2014 the kindergarten signed a “co-construction” agreement with the Jiading branch of the Zhigong Party, a United Front organization. A local United Front official present for the signing spoke of a “triple-win” for Zhigong, the kindergarten, and United Front work. Zhigong composed a school anthem, “Yiren One Family.”
Six days later, on November 13, 2014, Elaine Chao toured the school with Communist Party and Zhigong officials. Students sang the new anthem. The Jiading United Front minister, who also headed local branches of the China Overseas Friendship Association and the All-China Federation of Returned Overseas Chinese, attended.
A January 2016 Jiading United Front announcement described the approach in plain terms:
“Particular emphasis was placed on using ‘sentiments of kinship, hometown and friendship’ as bonds to conduct overseas friendship work through multiple channels, levels and forms,”
By July 2019 a United Front report honored the local Zhigong branch for “advanced” overseas liaison work. It identified the branch’s top accomplishment as “maintaining long-term ties with Zhao Xiaolan’s family” and the co-construction arrangement with the kindergarten. Chinese materials referred to the method as “Small Pairing, Big Politics.”
Daily Caller reporting on Chinese sources also states that Chao received at least four Chinese organization or advisory roles since 2008, including positions connected to the China Overseas Friendship Association, the All-China Federation of Returned Overseas Chinese, and a Wuhan municipal advisory post. Some of those reported roles overlapped periods when she served as U.S. labor secretary under President George W. Bush and later as transportation secretary in President Trump’s first term.
O’Connor denied she “held a position with a foreign government” and said, “[w]e are not aware she has met with representatives of UFWD entities.” He added:
“Such a suggestion disregards her nearly five decades of faithful service to the United States and is both unfounded and deeply insulting, hurtful and racist,”
By 2019 children at the school were performing military songs. At a June 2019 graduation co-sponsored by Zhigong, kindergarteners in camouflage pointed fingers like pistols while performing “Little Navy Sailor.” The lyrics include:
“I am a little navy sailor, piloting a small gunboat,” / “If the enemy dares to invade, boom, boom, boom, we blast them to the ocean floor!”
Other Chinese Communist Party songs and the school anthem were also performed. In September 2025 the school held a military-themed event for children ages 0 to 3 that featured toy rifles and grenades and games labeled “Dodging Bombs,” “Advancing Tanks,” “Gunfight Game,” “Breaking Through The Blockade,” and “Carrying Stretchers.” Chinese reporting cited by the Daily Caller says People’s Liberation Army personnel led some combat-training events at the kindergarten in recent years.
Chao attended the June 14, 2026, graduation on that same campus. Hours later McConnell was hospitalized. The senator’s health and extended absences have already drawn public scrutiny, including coverage of his prolonged time out of public view and questions about when he would return to Senate duties.
The U.S.-China Economic and Security Review Commission has described the United Front Work Department as a tool Beijing uses to steer foreign policy and “gain access to advanced foreign technology.” That institutional backdrop is why the school’s dual life, family memorial site and United Front partner with military pageantry, matters beyond one graduation ceremony.
Chinese intelligence specialists contacted for the investigation described the pattern as consistent with long-running United Front practice. Ina Mitchell said counterintelligence experts have warned that the department cultivates political families and uses relationship conduits to gain access outside normal government channels.
Mitchell noted that even though a senator’s spouse is a private citizen, an intimate connection, especially when the partner holds significant influence over China policy, “raises legitimate questions about access, intent, disclosure and whether such contacts could indirectly shape or be perceived as shaping U.S. policy.”
Scott McGregor, a former Royal Canadian Mounted Police intelligence official, described the broader model:
“The broader United Front model works by identifying people with status, access, resources, expertise or influence and incorporating them into a relationship structure,”
McGregor added that business leaders, academics, former officials, and political figures may participate knowingly or treat the contacts as cultural or ceremonial. “The strategic value to Beijing may exist regardless of the individual’s subjective intent.”
Brandon Weichert argued the Chao case illustrates how far the effort has reached. He said that after more than 40 years of such operations, “the United States has been completely outmaneuvered and overrun by the Chinese narrative,” and that the wife of a former Senate majority leader and a former Cabinet member becoming “the face of a quiet campaign to influence the hearts and minds” shows how prolific the effort has been.
McConnell’s own recent medical timeline has remained a separate political fight in Kentucky and Washington, with Democrats pressing for answers and Republicans defending privacy, as seen when Gov. Andy Beshear assailed the silence around the senator’s health. Those debates over transparency at home now sit beside fresh questions about foreign cultivation of the family abroad.
The verified record from Chinese government and state-media material, as translated and reported, shows family donations beginning in 1995, a formal co-construction deal with a United Front party branch in 2014, repeated joint appearances with United Front and Communist Party officials, a 2019 United Front article celebrating long-term ties to “Zhao Xiaolan’s family,” and military-themed programming for children that continued into 2025. Chao’s presence at the 2026 graduation continued the personal link.
The record does not show U.S. charges, ethics findings, or a detailed public accounting of the reported Chinese advisory roles. It does not establish what the family knew about United Front operational goals during the early years of cooperation. It does not confirm People’s Liberation Army personnel were present on the specific day Chao attended in June 2026.
O’Connor’s defense remains the family’s public answer: education philanthropy, honor for a grandfather’s legacy, no foreign-government position, and no awareness of United Front entity meetings. Chinese local officials, writing for their own system, described the same relationship as overseas United Front work built on kinship and a “Small Pairing, Big Politics” method.
McConnell has since left a rehab facility after a June fall, yet his return to full Senate work has stayed uncertain. Fellow Republicans have at times projected a comeback while still shielding his privacy from a resign-or-prove-it push, a dynamic reflected in reporting on GOP senators backing his right to keep medical details private.
Readers tracking that domestic story now have an overseas track running in parallel: a powerful American political family, a named kindergarten in Shanghai, United Front paperwork that treated the relationship as a success, and classrooms where toddlers played tank and blockade games while older children sang about blasting enemies to the ocean floor.
Beijing does not need a spy thriller when a school dedication, a family check, and a graduation photo will do. American officials who set China policy should treat that method as seriously as the officials in Jiading already do.
