Turns out there’s more behind California’s rising population: Report

California is once again experiencing population growth, but this surface-level resurgence belies deeper demographic shifts within the state, the Daily Caller reported.

This upswing is largely fueled by international immigration, which is offsetting a trend where more residents are leaving than arriving from other states.

In 2024, California witnessed nearly 240,000 residents exiting its borders for other states, continuing a domestic migration trend evident over the past few years. Despite this notable outflow, an influx of over 361,000 international immigrants not only negated the loss but also resulted in a 0.6% net population increase. This followed the previous year's pattern in 2023, where 344,000 Californians left, yet 292,000 immigrants arrived, softening the overall population decline.

California Battles High Costs of Living

Domestic migration out of California stems largely from the state’s prohibitive cost of living. According to a 2024 poll by Emerson College, a significant 56% of Californians contemplated relocation due to these financial burdens. Additionally, California’s median home price surpassed $900,000 in 2024, more than double the national average, compounding pressures for residents, especially those considering home ownership.

Beyond housing, utility, and gas prices within California rank among the highest nationwide. These elevated costs contribute to the growing frustration of the state’s residents, setting the stage for their relocation to more affordable areas across the United States. Since 2020, when the population first declined, California has struggled to retain its citizens, losing a congressional seat as a result of the decrease that year.

The shift in demographics is further complicated by the intricacies surrounding the H-1B visa program, which brought nearly 79,000 skilled foreign workers to California in 2024 despite a 25% dip in applications compared to 2023. This program, however, remains a topic of national debate, with proponents like entrepreneurs Elon Musk and Vivek Ramaswamy advocating for its continuation, while critics argue it impacts American jobs.

Immigration as a National and Statewide Theme

Analyzing immigration on a broader scale reveals that what is happening in California is not isolated. A total of 38 states, along with Washington, D.C., reportedly saw immigration outpacing domestic migration the previous year. Among these regions, 16 states reported that immigration was the only contributor to population growth.

In California specifically, immigrants now represent a substantial segment of the population. The Public Policy Institute of California reports that over 25% of the state's residents are foreign-born. Additionally, Pew Research Center data indicates that about 17% of these immigrants did not have legal status in the country as of 2022.

As California navigates these demographic waters, it simultaneously faces a $45 billion budget deficit. Social programs, such as Medi-Cal, which covers many undocumented immigrants, are projected to cost taxpayers an estimated $8.4 billion for the fiscal cycle of 2024 to 2025.

California's Economic Challenges and Implications

The economic landscape of California continues to evolve under these pressures, influencing policy decisions and public sentiment. The state's financial health is intimately linked to its demographic composition, as both domestic migration and international immigration shape its fiscal strategies.
