Marco Rubio's mission to Panama ends in success, Panama will exit China's "Belt and Road" coalition

Panama has decided not to renew its participation in China's Belt and Road Initiative (BRI), following a meeting between U.S. Secretary of State Marco Rubio and President José Raúl Mulino.

Breitbart reported that this development marks a strategic victory for the United States as it aims to reduce Chinese influence in Latin America. On Sunday, Mulino confirmed the decision publicly, announcing that the agreement linking Panama to the BRI would not be extended.

Panama's involvement in the initiative dates back to 2018 when it became the first Latin American nation to join after severing diplomatic relations with Taiwan in favor of Beijing.

The Belt and Road Initiative, China’s ambitious global development strategy, involves infrastructure and investment projects across numerous countries.

Panama’s early adoption of the initiative marked a pivotal shift in its foreign policy, prioritizing direct relations with mainland China over Taiwan. This decision significantly influenced regional dynamics in Latin America.

During his visit, Secretary of State Rubio engaged with President Mulino in Panama City, emphasizing the importance of national sovereignty and security. The discussions also covered enhancing economic relations between Panama and the United States, with a specific focus on mutual benefits.

Rubio relayed strong concerns from the U.S. administration, especially from President Donald Trump, about the strategic control China might exert over the Panama Canal.

Security Concerns Over Panama Canal

With the canal’s pivotal role in international shipping, any foreign influence over its operations is regarded with caution by the U.S. The State Department has explicitly pointed out potential threats posed by Chinese control, further underscoring the canal's geopolitical importance.

In response to these concerns, President Mulino reassured that Panama's autonomy over the canal's administration was beyond compromise.

Concurrently, he disclosed ongoing audits of operations at two ports managed by Chinese entities, suggesting a reevaluation of these commercial ties.

During the discussions, both leaders reached a consensus on bolstering regional security, especially concerning illegal migration through the Darien Gap. Additionally, they agreed on measures to increase American investment opportunities in Panama, signaling an alignment of economic interests.

While the overarching Silk Road agreement between Panama and China is now not set for renewal, President Mulino mentioned the possibility of an early cessation. This suggests a potential recalibration of Panama’s approach to its partnership with China, in line with broader geopolitical shifts.

International observers, including experts like Michael Sobolik, have viewed this decision as a pivotal win for the United States. Comments from Trump's National Security Advisor also reflected this sentiment, describing the move as a progressive step in the geopolitical landscape.

The message from U.S. lawmakers was clear, with Sen. Mike Lee’s remarks indicating strong support for Panama's decision to distance itself from China’s expansive strategy in the Americas.

Reactions from the U.S. and China

This diplomatic maneuver underlines the shifting allegiances in Latin America, where the U.S. is actively endeavoring to reestablish its influence. The region’s alignment can significantly impact not only economic prospects but also strategic military and political partnerships.

As Panama weighs its relationship with China, global analysts may anticipate similar evaluations from other regional players, potentially affecting existing or future commitments to the BRI.

These developments further emphasize the strategic competition between the U.S. and China, particularly in regions like Latin America, pivotal for both trade routes and political alliances.

The decision by Panama may prompt other nations in the region to reconsider their ties with China's Belt and Road Initiative, examining if such partnerships align with their long-term interests and strategic priorities.

This new phase in U.S.-Panama relations could also influence broader policy shifts in the hemisphere. As nations observe the outcome of Panama’s adjusted diplomatic posture, the regional balance of power could experience profound adjustments.
