Vice President Kamala Harris, in a Philadelphia interview, revealed plans to cap family child care costs at 7% of their income, intensifying her focus on caregiving burdens faced by American families.

Addressing the National Association of Black Journalists on Tuesday in Philadelphia, Harris disclosed her initiative ahead of a formal meeting.

Ironically, Harris is responsible for surging costs thanks to inflation but she failed to explain how she would cap those expenses.

The 7% threshold is not a new figure in governmental circles. Established by the Department of Health and Human Services in 2016, it's been a benchmark for affordability advocated by Democratic lawmakers. Yet, it was during this speech that Harris explicitly aligned her campaign promise with this existing standard.

Statistics reveal current child care costs can consume between 8% to 19.3% of a median family's income in the U.S., numbers that vary widely across states and types of care. This variance underscores the importance of Harris's proposed cap as part of broader economic relief efforts.

Melissa Boteach of the National Women’s Law Center Action Fund noted, "VP Harris has always been a child care champion, but this is the first time Harris the nominee has laid out a specific affordability threshold."

Harris expressed the untenable position many Americans find themselves in due to high child care costs: "Sadly, the state of affairs in our country is that working people often have to decide to either be able to work or to be able to afford child care." Her plan is definitive, "no working family should have to pay more than 7% of their income on child care."

Challenges in Funding and Legislative Support

While Harris's announcement has sparked optimism, she did not detail the funding mechanisms for her child care proposal.
