Of the top five states, four were led by Republicans. Utah ranked first, with Florida in the top five.
Among the 18 states with an A or B grade in the report, 14 were Republican-led states.
In contrast, the lowest-ranked states included New Jersey, New York, and California.

The new report revealed what many have already recognized, that the states that remained most open regarding schools and businesses excelled far more than the states that did not. The failed policies of the left could come back to hurt Democrats in November as the party faces a potential red wave at the ballot box.
